Prepare a Make in India (MII) local-content declaration for goods offered on the Government e-Marketplace. Enter your supplier, bid and component details to calculate weighted local content and download a PDF or editable Word draft. The tool runs in your browser; it does not submit documents to GeM.

Local-content summary
Additional certification is required. Obtain the prescribed auditor/accountant certificate for the applicable stage. The downloads below remain supplier self-declaration drafts.
Weighted across the entered lines; each line’s cost share and local percentage are shown separately. Classification uses unrounded values. Item-wise bid requirements still need checking.
Review the exact bid annexure. Use the required bidder/OEM letterhead and obtain the authorised signature and seal. No signature is inserted by this tool.

How to use the MII certificate generator#
- Select a simple declaration, Annexure M-style declaration or component-wise breakdown.
- Enter the legal supplier name, buyer, GeM bid number and authorised signatory.
- Add each offered item or component, its manufacturer, country of origin, cost basis and Indian value-addition address.
- Check the applicable local-content thresholds and any professional-certification requirement in the bid.
- Review the generated schedule, download the draft and align it with the buyer’s exact annexure before signing.
Use INR line totals on a consistent basis. Do not enter a unit price for one row and a whole-order value for another. Do not list the same component twice. The procurement value used for the professional-certification check is separate from the goods schedule’s calculation basis.
Local-content calculation and supplier class#
The general calculation is:
Local content (%) = (total item value excluding net domestic indirect taxes − imported content including customs duties) ÷ total item value × 100.
For multiple items, the tool divides total local value by total item value; it does not take a simple average of the percentages. For example, a ₹1,00,000 line with ₹40,000 imported content and a ₹3,00,000 line with ₹2,40,000 imported content together have 30% weighted local content, not 40%.
The general thresholds are Class-I: at least 50%, Class-II: at least 20% but below 50%, and non-local: below 20%. Higher notified sector requirements can apply. The tool lets you enter those higher thresholds. Special treatment, including applicable PLI provisions, and tender-specific item eligibility are outside the automatic calculation. The governing reference is the DPIIT PPP-MII Order revised on 19 July 2024.
Imported goods bought from an Indian distributor do not become local content merely because the seller is Indian. Identify imported inputs, applicable foreign charges and the actual manufacturing or processing location. For a reseller, obtain the required OEM country-of-origin evidence. Repackaging, refurbishing or rebranding imported products does not itself establish local manufacture.
Self-declaration versus auditor certificate#
This generator creates a supplier self-declaration draft. It does not verify your cost records, issue a government certificate or perform an audit. The DPIIT order distinguishes bidder self-certification from prescribed professional certification for procurements above ₹10 crore, including execution-stage requirements. The relevant professional can depend on the supplier’s constitution and stage: check paragraph 9 and the exact bid conditions. A bid can impose further documentation requirements.
If the procurement value exceeds ₹10 crore, or you select the bid-specific certification checkbox, the preview and downloads explicitly flag the need for additional certification. Do not use the generated supplier statement as a substitute for that independently signed certificate.
Original GeM formats used as references#
These are historical bid-specific formats, not a universal current annexure. The generator adapts their structure and leaves the signature and seal blank:
- 2023 GeM simple MII certificate: supplier, local-content percentage, enquiry and value-addition location.
- GeM Annexure M self-certification format: supplier classification and country of origin.
- 2024 GeM component-wise MII format: component cost shares, manufacturer, origin and value-addition addresses.
One linked annexure describes imported content as excluding customs duties. The general DPIIT definition includes customs duties; this tool follows that definition. If the buyer’s prescribed annexure conflicts with the governing method, seek clarification rather than silently changing the calculation or copying the inconsistency.
Frequently asked questions#
Is this an official GeM or government-issued MII certificate?
No. It is a document-preparation tool for an unsigned supplier declaration. The authorised supplier must review, sign and submit the correct document, with supporting evidence and any required independent certification.
Can I download a Make in India certificate in Word?
Yes. After completing the form and reviewing the declaration, choose Word (.docx) for an editable draft, PDF for a formatted document, or Print / save as PDF. Match the exact buyer’s annexure and required letterhead before submission.
Does the tool store my company or cost information?
The form does not upload entries or save them to browser storage. Entries are held in the current tab and disappear on reload. Generated files are saved to your device. The form and document preview are masked for the site’s Clarity session recording.
Does a Class-I result guarantee that I can bid?
No. Eligibility also depends on the item, category, notified sector rules, bid restrictions and evidence. A weighted schedule result is not a determination that every individual line satisfies an item-wise condition.
Can I use this for a services or works tender?
This tool is designed for the goods declarations represented by the linked formats. Services, works and sector-specific calculation methods need a separate review of the applicable rules and bid format.
